Once all the Items are stacked with your T3 Ult, just activate Arcane Surge and place your Ult. The CD of your Ult should be 80s, and it should be up for 52s. Which brings the downtime to just 28s. This means you will be able to Ult every 28s. More on Lockbuilds. Updated Daily.
